There is literally no incentive for certain bands in the Diaspora to participate in Kanaval by releasing a merengue.
This includes Gabel, Nu Look, System Band.
The government doesn't give any incentive for bands to release merengues. They are not chosen based on merit for which one(s) deserves a float. Besides, many times, bands pay out of pocket to actually come out during the festivities.
